Error description

• When a user logs into RAA with a domain user id, RAA fails to
  obtain a license because RAA is passing to the license server
  the id without the domain name, but the license server only has
  the domain-qualified id. RAA tries to get the license for user1
  because DB2 turns dev\user1 into user1.
  
  Example:
  The user dev\user1 logs into RAA.   RAA tries to get a license
  for user1, but the license server only has a definition for
  dev\user1.
