PI79790: MODIFY COMMENTS IN SIGYSAMP(IGYWDOPT) TO PROVIDE COMPREHENSIVE SETUP INSTRUCTIONS

Error description

• SIGYSAMP(IGYWDOPT) can be used to create a usermod to override
  IBM's pre-defined compiler options.  The comments in
  SIGYSAMP(IGYWDOPT) will be modified to include comprehensive
  setup instructions.

  IBM was not documenting the proper process for how to add PRE
  statements for PTFs that modify IGYCDOPT during the
  modification and setting of default installation options in
  sample job IGYWDOPT.
  

Problem conclusion

• The comments in IGYWDOPT are modified to have the complete set
  of instructions for how to use it.
