Error description

• When start the RREPL at the DATABASE level, the ALTER LOCKSIZE
  with TABLESPACE name specified will get -904/00C90224 error.
  
  The scenario got 00C90224 is:
  START DB(TESTDB) ACCESS(RREPL)
  ALTER TABLESPACE(TESTDB.TESTTS) LOCKSIZE(ROW)
  
  The following scenario works:
  START DB(TESTDB) TABLESPACE(TESTDB.TESTTS) ACCESS(RREPL)
  ALTER TABLESPACE(TESTDB.TESTTS) LOCKSIZE(ROW)
  

Local fix

• Start the RREPL at the TABLESPACE level.

  When the data base is in RREPL (Read-or-replication-only) state,
  Alter failed the Data Base Exception check and DB2 will fail the
  Alter with -904 SQL code and RC00C90224.
  

Problem conclusion

• Changes made in DB2 to allow its objects to be Altered if the
  data base is in RREPL (Read-or-replication-only) state.
