this APAR disables the recently added "handshake transcript" dia

Prior to GSKit 8.0.50.77, 100% CPU could occur while a failed
handshake was being logged.  The backtrace showed looping
related to
the logging of handshake transcript data.

Problem conclusion

The directive "SSLHandshakeTranscript"  (ON, OFF) was added.   T
default value in the targeted fixpacks is ON, because this APAR
will deliver concurrently with the prerequisite level of GSKit.

If provided as an interim fix prior to the target fixpacks,
"SSLHandshakeTranscript OFF" can be used to circumvent the
defect.

This fix is targeted for IBM HTTP Server fix packs:
- 9.0.0.4
- 8.5.5.12
- 8.0.0.14
