Error description

• Within a RUI handler to enable users to de-select, select all
  DataGrid rows using one mouse click a DojoCheckBox is associated
  with a DataGridHeaderRow.
  Subsequently when clicking the DojoCheckBox within the header
  row the DataGrid's drag function is invoked where it appears to
  hang and users then have to mouse click a second time to exit
  the drag function. This in turn sometimes causes a column to be
  erroneously relocated.
  
  The issue is reproducible with Chrome and IE but works fine in
  Firefox.
