Problem conclusion

• On Windows machines, writing to the Program Files directory
  requires administrator access, resulting in issues when
  installing and using the Debug Tool Plugins.
  This fix applies to version 14.0.0.4 of the following products:
  - IBM Debug for z Systems
  - IBM Developer for z Systems
  - IBM Developer for z Systems, Enterprise Edition
  
  This fix is also shipped in IBM Debug Tool Plug-ins v1.0.1 for
  Rational Developer for z Systems v9.5.1.x
