Error description

• Program calling the DateTimeLib.mdy function, which in turn
  passes erroneous range values, returns an obscure date instead
  of throwing an exception as expected ie.
  d1 date = DateTimeLib.mdy(31, 12, 2016);
  SysLib.writeStdout(d1);
  Output shows the date as:
  12/07/2018
  
  In this scenario an exception should be thrown as per the
  following example:
  (15:06:20>  .--> com.datesMdy.main
  (15:06:20> EGL0114E The DateTimeLib.mdy function cannot convert
  the 31, 12, and 2016 values into a month, day, and year.
  (15:06:20> EGL0002I The error occurred in datesMdy processing
  the main function.
  (15:06:20> endRunUnit datesMdy (error termination) with
  returnCode=693
  EGL0114E The DateTimeLib.mdy function cannot convert the 31, 12,
