  Users may receive ABEND04E RC00E70005 at DSNXIDDL.DSNXIVRO P138
  when executing a CREATE FUNCTION statement. The problem occurs
  because DB2 internally encounters a resource-not-available
  (or similar) condition, but continues processing instead of
  exiting immediately with an appropriate SQLCODE.
  
  Other unexpected symptoms may occur as the result of DB2
  internally encountering a resource-not-available (or similar)
  condition and continuing processing. The following statements
  are also affected by this problem:

  - ALTER FUNCTION
  - ALTER TABLE
  - COMMENT ON
  - CREATE PROCEDURE
  - CREATE TABLE
  - DROP ALIAS
  - DROP SYNONYM

  - DROP VIEW
  - RENAME TABLE
  
  Note: the listed statements that do not directly reference
  FUNCTION or PROCEDURE are only affected by the problem if
  functions or procedures are involved in statement processing.
  

Problem conclusion

• DB2 has been modified to exit immediately with an appropriate
  SQLCODE if a resource-not-available (or similar) condition is
  encountered during CREATE FUNCTION processing.
