APAR status

• Closed as program error.

Error description

• When editing a message, if you change the Equality action to be
  Not Null, you find that the test fails validation.
  
  After saving and re-opening the message you see that an Is Null
  action has also been added.
  

Local fix

• Work around:
  Workaround is to keep the Equality action (but disabled) and
  then add
  the Not Null.
