PI71156: At OPT(1|2) and ARCH(10+) a MOVE from an unsigned to a signed display numeric field may fail to produce the correct result

Error description

• At ARCH(10) and OPT(1|2), programs that perform arithmetic on
  usage display senders with an unsigned usage display receiver,
  and then immediately either perform additional arithmetic with a
  signed usage display receiver or move the unsigned usage display
  receiver to a signed usage display receiver, will receive an
  invalid result.
  
  At least one of the senders, or the intermediate result of the
  computation, must be 17 digits or larger.
  

Local fix

• Compile at ARCH(9).

  The compiler was generating code to set the sign code on the
  signed USAGE DISPLAY receiver to x'C' by copying only the high
  register of a register pair to a new register pair, leaving an
  invalid value in the low register pair.
  

Problem conclusion

• The compiler was fixed to either reuse the existing register
  pair or to copy both high and low registers to a new register
  pair.
