Error description

Additional information about the client hello, enablement of
the TLS client hello version, and handshake failures should be
logged.

Insufficient information was being logged for SSL handshakes.

Problem conclusion

Updates were made to check the requested TLS client hello
version and append to existing SSL0240I and SSL0222W message
text if the protocol is disabled.  A "handshake transcript"
debug message will also be displayed after TLS handshake
failures.

This fix is targeted for IBM HTTP Server fix packs:
- 7.0.0.43
- 8.0.0.13
- 8.5.5.11
- 9.0.0.3
