Error description

• Attempting to add a link to a CR in DNG fails with the following
  error message:

  While creating links between servers, the link could not be
  created.
  
  ID CRRRW7255E  The link from this server to the other server
  could not be created.
  #########
  
  If the Rational Change user provided in the DNG interface has
  pt_admin rights the link association is successful.
  This issue has only been observed in customized CR lifecycles.
