Error description

• Ways to reproduce:
  1. Exported a template from one instance of 6.2.1.1 and imported
  into a different instance.
  a. Result:   All components tied to that template had at least
  one of their component template properties wiped out.
  
  2. Exported from same instance of UCD and imported back into
  that instance.
  a. Result:   All components tied to that template had at least
  one of their component template properties wiped out.
  
  3. Exported from one 6.2.1.1 instance and put the templates into
  a custom plug-in then uploaded that plug-in into a different
  instance for UCD 6.2.1.1.
  a. Result:   All components tied to that template had at least
  one of their component template properties wiped out.
  
  4. The customer created a new component template and added
  component property definitions. They then attached a new
  component to that template and filled in the values for the
  properties on the component; then exported that template and
  re-imported it right back in.
  a. Result:   All components tied to that template had at least
  one of their component template properties wiped out.
