Error description

• Configuring the Gateway property businessRulesThreads to a value
  greater than 1 results in an inconsistent number of validation
  results being reported per the FTM Check UI Inbound
  Transmissions screen when a particular file is ingested back to
  back.
  
  The failure was experienced with both Image Compliance enabled
  as well as Image Compliance disabled.  The particular file
  tested was a CPCS edits test file containing around 700 items.
  This file was expected to produce a fixed number of validation
  errors.  The number of errors reported should be around 19, but
  testing with 2 business rules threads configured resulted in the
  number of validation errors being reported in the hundreds and
  thousands.
  
  The file processed as expected with the Gateway property
  businessRulesThreads value set to 1.
