Error description

• Framework Manager measure format definition ignored on cross tab
  columns edge in DQM.
  
  The number of decimals has been set in the Framework Manager
  model for some measures.
  The set number is ignored when the measure is placed only on the
  columns edge of the cross tab report.
  The problem has been replicated in Report Studio and Cognos
  Workspace Advanced, other studios have not been tested.
  
  The problem could be specific to the data source, here: SAP BW.

Local fix

• Either or will work around the problem:
  (a) Where possible swap rows and columns. If the measure is on
  the row edge the format is applied.
  (b) The format of the default measure is also applied to the
  measures, independent on which edge they reside.
  (c) Explicitly apply the required format within your report.
  (d) If convenient use a compatible query mode package.
  Particular when migrating to DQM.
