Error description

• Abend ABN=5C6-00D400B7 dump issued during queue manager ( qmgr )
  starting with CCSID=1390.
  .
  This abend always occur during the qmgr starting when using
  CCSID = 1390(Extended Japanese Katakana-Kanji Host Mixed)
  which does not accept lower case characters.

  * Abend 5C6-00D400B7 occurs in CSQMLPLM.CSQMQMUP during queue  *
  * manager startup when the queue manager is running in some    *
  * EBCDIC CCSIDs.                                               *
  * Following the abend various symptoms can occur including:    *
  * - Applications attempting to use Publish/Subscribe fail with *
  * MQRC 2531 MQRC_PUBSUB_INHIBITED                              *
  * - The channel initiator issues message CSQX036E reporting    *
  * failures due to MQRC 2531 MQRC_PUBSUB_INHIBITED              *
  * - MQMD.PutApplName is set to invalid values when sent across *
  * a channel                                                    *
  * - Log archiving does not complete                            *
  * - Message "CSQJ111A OUT OF SPACE IN ACTIVE LOG DATA SETS"    *

  * RECOMMENDATION:                                              *
  ****************************************************************
  During queue manager startup CSQMQMUP checks if the queue
  manager CCSID contains '$' '@' or '#' at a different codepoint
  to the majority of EBCDIC codepages, and if so, it calls MQ
  conversion services to locate a conversion table that can be
  used to convert these characters from CCSID 37 to the queue
  manager CCSID. If no such table can be located, the reported
  abend occurs and CSQMQMUP processing terminates, resulting in
  necessary processing to enable pubsub and signal that log
  archiving can continue being incorrectly skipped.
  

Problem conclusion

• CSQMQMUP is changed to request conversion to different CCSIDS,
  depending on the queue manger CCSID to ensure that a valid table
  can be found. In the event that a suitable table still cannot be
  found, recovery processing has been added to allow CSQMQMUP
  processing to complete all necessary processing following the
  abend.
