  APAR PI54263 introduced zIIP eligibility changes for Liberty
  Thread pooling. These changes are not suitable for environments
  in which Transaction Isolation is active; the APAR includes
  optimization to avoid switching from a T8 TCB to the QR TCB when
  Transaction Isolation is active, but ISOLATE(NO) is specified
  for the current transaction. If the shared subspace has not yet
  been created then this will result in a DFHSM0002.

Problem conclusion
