PI64890: HOW TO GRANT OR REVOKE RIGHTS?

Error description

• To reproduce:
  - install Cognos Analytics 11.0.2 with samples, configure
  security (authentication namespace with some users)
  - install Win10 as a client
  - in Win10, type 'iexplore' in the search box to find Internet
  Explorer 11 (instead of the newer 'Edge' browser)
  - connect to your server, and sign in as a user with
  administrative rights on Cognos
  - select <Team content> <Samples> <Reports> <Standard reports>,
  and click on the three dots (with 'More' on mouseopver) of a
  report (doesn't matter which one)
  - select <Properties>, then the <Permissions> tab
  - mark checkbox <Override parent permissions>
  - you'll see 'All', but not the plus sign to add (mouseover
  shows 'add'). Expectation like on other operatings systems or
  with other browsers: show the plus symbol
  - in the groups / permissions list, a mouseover shows nothing.

Local fix

• use other client operating system (works with IE on Windows 7 or
  Windows Server 2008), or
  use other browser (works with Edge, Firefox, and Chrome, or with
  IE11 on other OS but not on Win10)
