Error description

• Routing rules don't work for metatdata load. If a cube is only
  published to one dispatcher and there are routing rules in place
  to point all cube traffic to that specific dispatcher, you will
  receive an error indicating that the cube cannot be found,
  intermittently
  
  XRP-ERR-0004 The Dynamic Cube gosldw_target either does not
  exist or has not been added to a Query Service instance
  

Local fix

• Publish cube to all dispatchers.
