  The SQL Insert mis-calculated its hash token for the add-part
  lock. This mistakenly allowed the SQL Insert to break in and
  also add a new partition during REORG's add-partition process.
  As a result, REORG could miss some insert logs during its log
  apply phase and some rows inserted could be missing.
  

Problem conclusion

• Fixes made in DB2 to correctly calculate the hash token for
  SQL Insert so that the add partition process for a PBG is
  serialized between REORG and SQL Insert.
