  A large number of loops generated for INITIALIZE statements for
  data items defined with OCCURS N TIMES caused long compile time
  in value propagation.
  

Problem conclusion

• The compiler was changed to improve value propagation compile
  time in cases where a large amount of loops are generated in
  order to initialize data items defined with OCCURS N TIMES.
