Error description

• Under some circumstances when the LOAD option, IGNORE(WHEN), is
  coded before the keyword INTO TABLE, the LOAD can fail with a
  RETURN CODE=8 with a DSNU094I - KEYWORD 'WHEN' IS DUPLICATED.

  Utility parser incorrectly issued MSGDSNU094I for duplicate
  WHEN keyword when LOAD IGNORE(WHEN) keyword is specified
  before the INTO TABLE keywords.
