Error description

• Granting or denying permission on the Manage Content capability
  in C11 has no effect on hiding or showing the Content entry in
  the Manage menu. If you grant or deny permission to
  Administrative Tasks, this will show and hide the Content entry.
  

Local fix

• If you deny permissions on Administrative Tasks this will hide
  the Content menu entry but it will also deny the user access to
  the Content Administration option in Administration Console.
