  The compiler wasn't setting the necessary bit in PPA1 to
  indicate that a module was compiled with SERVICE, leaving LE
  unaware that the module had been compiled with SERVICE.
  

Problem conclusion

• The compiler was fixed to set the correct bit in PPA1 when a
  module is compiled with SERVICE.
