APAR status

• Closed as program error.

Error description

• When you attempt to start UCD from Windows service running as
  Local System, the service will fail with
  'CreateJavaVM Failed'. This does not occur when you start from
  command line.
  

Local fix

• To workaround when using Oracle JVM:
  Navigate to
  Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Urbancode\Anthill3\{YOUR
  UCD SERVICE NAME}\Parameters\Java
  Click Options, and replace #BEFORE Change# with #AFTER Change#

  Files\ibm-ucd\server\opt\tomcat
