  Description :
  When trying to generate an error message after it has been
  created by the import process, the generation fails with a java
  exception.
  This does not happen on error message entity manually created
  in the workspace.
  

Local fix

• Edit the error message entity and fill the generation parameter
  field.

  * Error labels previously migrated from PACBASE do not contain *
  * the "generation parameter" property. The generation fails    *
  * with a java exception.                                       *
  ****************************************************************
  * RECOMMENDATION:                                              *
  * A new rpp command solves the problem.                        *
  * rpp.bat -- restoreErrorMessage                               *
  * mandatory option :  --data : workspace location              *
  *                                                              *
  * How it works : The restoreErrorMessage command scans all the *
  * workspace to find all "Error Message" entities.              *
  * For each "Error Message" without generation parameter , the  *
  * command set up the property and launch the generation.       *
  * A report file is written in the workspace .metadata folder.  *
  * ".restoreErrorMessage.log"                                   *
