Error description

• If a Lookup Test Data action is used without specifying a Column
  Key no data is returned.
  The desired behaviour is to return all data and store into tags
  as list values as appropriate.
  
  STEPS:
  
  1. Create a Test Data Set
  2. Create a test with a Test Data Lookup using this Data Set
  3. Do not configure any Lookup values.
  
  EXPECTED RESULTS:
  
  All data is returned.
  
  ACTUAL RESULTS:
  
  No data is returned.
