APAR status

• Closed as program error.

Error description

• When opening a Visual Studio project created without a solution
  file, the ClearCase plugin is
  not available in Visual Studio 2013-2015. For theses projects,
  the selection of ClearCase in
  the source control plug-in (Tools > Options > Source Control) is
  not persistent and is reverted
  back to "none" at the next opening of the project.
  

Local fix

• - Keep the ClearCase frontdesk open, this reduce the issue but
  does not fix it
  - Create and add to source control a solution file that contain:
      GlobalSection(RationalClearCase) = preSolution
          SourceControlProvider = RationalClearCase
      EndGlobalSection
