  Description :
  When the description of a segment in working comes from two
  segments belonging to two different data structures gathered,
  if the description of one of the called segment is empty (no
  data element in it), the line with the level 01 of the
  description is not generated.
  
  Example :
  In the Working Storage Section of a program, there is a segment
  WW04 whose description comes from the gathering of HB04 and
  BH04 Pacbase segments.
  BH04 does not contain any data element.
  the line "01 WW04." is not generated.
