  Description :
  After updgrading Rational Developer for System z - Host from
  9.1.1.1 to level 9.1.1.2 together with upgrade of java version
  from V6 - JRE1.6.0 IBM ZOS build PMZ3160 SR10 FP1 20120321_01
  (SR10 FP1) to V8 ( JRE1.8.0 IBM ZOS build PMZ3180 SR1 FP10-
  20150716_01 (SR1 FP10)
  In RSED.ENVARS:

  All threadpool  seemed frozen.
  Client had to stop/restart RDz server.

  01.Thread pool processes in RDz server are created and stopped
     in a heavy load environment and an array to manage each
     thread pool process grows according to the number of the
     active thread pool processes. When a thread in RDz server
     tries to access the array entry for a newly created server,
     ArrayOutofBound Exception could occur in a heavy load
     environment and that makes the thread fall into an infinite
     loop.
  

Problem conclusion

• 01.RDz server code is updated to allow the internal process
     table accessed even if a new thread pool process is not
     completely started.
