Error description

Support of EXEC CICS/CPSM statements in WPS and CBS scanners
did not match.  Also, it is expected that when RAA scanners
encounter an EXEC CICS statement they do not support, they
should generate a stmtTypeId = 8999 entry in the data base, and
this was not happening in all cases for WPS.

Local fix

use CBS for EXEC CICS-containing COBOL code, if possible

Problem summary

CBS scanner and WPS scanner results related to EXEC CICS syntax
in COBOL code were not consistent.

Problem conclusion

WPS scanner now matches behavior of CBS scanner for EXEC CICS
and EXEC CPSM and also correctly generates a database entry
with stmtTypeId = 8999 for EXEC CICS or EXEC CPSM statements it
does not support.
