  A request for storage indicated that sufficient storage was not
  available because of pool size limits.
  .
  The 5C6-00E2000C is occurring when the queue-manager's
  DB2 monitor task is trying to allocate storage from
  the ACE pool, and ACELIM has been exceeded.

  *                      used by the queue manager.              *

  *                      unpredictable, and can include:         *
  *                      - further abends                        *
  *                      - queue manager hangs during shutdown   *
  *                      - abnormal queue manager termination    *

  * RECOMMENDATION:                                              *

  A system task called CSQSFBK to get a new ACE/EB control block,
  however the pool of these control blocks was full. An attempt
  was made to expand the pool, which failed because the pool had
  already reached the size limit configured by the ACELIM system
  parameter.
  This results in unpredictable behaviour depending on whether
  different system tasks are able to continue without the
  requested ACE control block.
  

Problem conclusion

• ACELIM processing is changed to allow the pool to expand and
  satisfy requests from system threads only. Requests for storage
  made by application/allied address spaces will still be failed
  due to ACELIM having been reached.
