Error description

• Importing an XSD which contains an XSD element <xs:redefine> to
  reference an original XSD and redefine an element which it would
  import and then subsequently using that element results in an
  error (" [CRRIT4273E] Could not find element ...") during import
  and subsequently does not make the associated root available
  with either version of the definition.
