PI47901: 00C90101 DSNIDM DSNOLADS ERQUAL5020 FAILURE WHEN RUNNING THE RECOVER BACKOUT YES UTILITY

• Closed as program error.

Error description

• The deleted LOB space can be committed and the space class has
  been changed from deallocate to unallocated. However, during the
  RECOVER BACKOUT YES utility, the undo process did not consider
  this case and abended with DSNOLADS erqual 5020

  4 sanity checks do not apply to RECOVER BACKOUT YES utility.
  

Problem conclusion

• Code is changed to accept more exceptions about LOB space
  for RECOVER BACKOUT YES utility.
