• Closed as program error.

Error description

• Some of the user source can take longer to compile than the
  code compiled with earlier versions of the Enterprise COBOL for
  z/OS compilers.
  

Local fix

• Lower optimization level.

  During in-lining of procedures the compiler was taking time to
  re-evaluate information needed to display source listing lines
  for unreachable code.
  

Problem conclusion

• The compiler optimizer was changed to avoid re-evaluating source
  listing information when in-lining. Reasonable in-lining limits
  were also applied to avoid explosive growth of object size.
