Error description
In RDz v9.1.1 When users drag and drop source files from the host to the client using the z/OS Project view a preference file is generated as expected. The problem occurs when the user update their workspace encoding to UTF-8 to match the host so the encoding is the same to prevent the pref file from being generated, but the file is still generated.

Problem summary
In RDz v9.1.1 when users drag and drop source files from the host to the client using the z/OS Project view the charset of the target file is set to ensure that the target file encoding matches the source encoding. The problem is that the charset is set even when the source and target encodings match. This results in an unwanted outgoing change for files dropped into shared RTC folders.
Problem conclusion
RDz now updates the charset of the target file only when the source encoding and target encodings do not match. The problem listed in this APAR has been resolved with IBM Rational Developer for System z V9.1.1.2 Fix Pack which is available from the Recommended Fixes support download page: http://www-1.ibm.com/support/docview.wss?rs=2294&uid=swg27006335
