Error description

• UCD HEAT module SWConfig will create an entry in HEAT db. It
  then attempts to create an access id and secret key in the
  OpenStack Keystone v2/v3 server. HEAT will then inject those
  tokens into the VM. The custom type used to achieve this for
  SoftLayer fails to do this in the _create_user method.
