Error description

• When adding a step to a process all of the properties are listed
  with 'set value here' links. This incorrectly allows you to save
  the step without specifying values for these properties. The
  correct behavior is that you should only be able to do that when
  the Option 'Enable "Prompt On Use"' is enabled.
  
  You can access the prior behavior using the options available in
  System Settings.
