PI43278: NOTIFICATIONS NOT SENT WHEN TARGET IS A RESOURCE AND APPLICATION PROCESS IS RUN

• Closed as unreproducible in next release.

Error description

• The application process will not send any notification when the
  target is "Resource." This will occur when you have configured
  the application's  notification scheme with two notifications
  when a process has started and you have set one notification,
  with a Resource as the target and another with the Application
  as the target. Only one email per process run will be sent to
  the specified role. However, notifications are sent if generic
  processes are run.
