Error description

• V10 REORG REBALANCE job SWITCH phase needs to call dependency
  manager before invalidate the dynamic statement cache as
  designed. In case of dependency manager detects situations of
  "resource unavailable" error, it is expected to issue console
  message indicating the unavailable resource and reason code, but
  in this customer case, there is no resource unavailable
  message issued, just REORG abended as below :

  executing the REORG utility. This problem occurs because the
  utility is the victim of a deadlock/timeout situation or the
  utility cannot obtain necessary locks. REORG processing
  mishandles this situation and issues the ABEND.
  
  Another symptom that users may encounter is ABND=04E-00E40009,
  LOC=DSNUTILA.DSNURDRN.
  

Problem conclusion

• DB2 has been modified to issue a DSNT500I message when the REORG
  utility is the victim of a deadlock/timeout situation or the
  utility cannot obtain necessary locks.
