  In the customer case, QSG queue managers were not able to
  connect to a CF structure as IXLCONN requests were failing with
  IxlRsnCodeRspNotRec indicating that there are outstanding
  recovery responses.
  
  CSQMRQLC (Clear Qlocal processor) tries to access a shared queue
  that is located in a CF structure that is temporarily
  unavailable, receives reason code MQRC_CF_STRUC_IN_USE (2646) as
  consequence of IxlRsnCodeRspNotRec that is not expecting causing
  the abend 00D40017 (CSQM_ABEND_DMC_ERROR).
  

Problem conclusion

• CSQMRQLC has been changed to handle reason code
  MQRC_CF_STRUC_IN_USE (2346) and to issue error messages CSQM117E
  followed by message CSQM090E with reason code
  CSQM_NA_REASON_STRUC_UNAVAIL (00D44023).
