• ABEND04E DSNISEGD ERQUAL5124 occurred because current internal
  workfile storage amount for an agent (CTCurWFb) went negative.

  DB2 has an internal flag to identify if there is at least one
  parallel child workfile that exists. During the commit phase,
  DB2 will reset it to zero without any checking. For a CPU-
  SYSPLEX Parallel query, if the parent creates its own local
  workfiles, deletes them and then does a commit, there's a rare
  timing window that will result in CTCurWFb (current workfile
  storage) becoming negative, since when this internal flag is
  reset, it may have a child task running and DB2 will reset it
  mistakenly.
  

Problem conclusion

• DB2 is changed to initialize the internal flag only if there are
  no child task running, so that the CTCurWFb value going negative
  and subsequent abend are avoided.
