  *                 compiling a COBOL program with a large       *
  *                 table defined with the VALUE clause or       *
  *                 initialized using an INITIALIZE statement.   *

  *                      slow performance due to sub-optimal     *
  *                      code that is generated for table        *
  *                      initialization.                         *

  The compiler fails to generate optimal code for initializing
  tables when the optimization level is less than OPT(2).  For
  COBOL programs with very large tables, this can have a
  negative impact on the performance of the program.

  initialization code at OPT(0) and OPT(1).
