    ****************************************************************
During queue manager shutdown CSQMESTP calls rsxAccessQueue to
free the CHLAUTH cache. This attempted to access
SYSTEM.CHLAUTH.DATA.QUEUE, however this was not defined, leading
to an event message being generated to report this.
As the event queue was not a local queue MQPUT1 is called to
    put the event message.
During put processing, CSQMCHKM calls CSQMQCST to determine the
type of the ccsid in the MQMD, prior to validating the headers
in the message, if any - for this event message there are no
headers and this call is not needed.

CSQMQCST attempts to reference the MQ conversion tables, however
these had already been freed earlier in shutdown processing,
leading to the reported 0C4 occurring.

Problem conclusion

  • Put processing is changed to skip ccsid checking for headers
after the conversion tables have been freed, preventing the
unnecessary call to CSQMQCST and preventing the abend
    occurring.
