APAR status

• Closed as program error.

Error description

• When you are using the Server/Agent licensing model in a
  high-availability license scenario, you will have issues with
  the licenses being returned after you have deleted an agent.
  When you delete an agent, the agent is marked as unlicensed and
  then
  deleted, however the license is not checked back in to the
  licensing server.
  

Local fix

• restart all UCD servers in your HA setup.
