Error description

• EGL generation which references a bct, conversion table file via
  Ant task,RTC build scripts does not see the conversion table
  file located within the path defined in the applicable
  bidiConversionTable EGL Build Descriptor option, however there
  is not error message or output to indicate the file not found
  condition for users.
