PI39923: DATE FORMATS INCONSISTENT WHEN A REPORT IS RUN IN EXCEL 2007 DATA FORMAT.

APAR status

• Closed as program error.

Error description

• The customer runs a report in HTML and they get data in the form
  of MM DD, YYYY when in HTML. When run in Excel, it's the same.
  When run in PDF, it's the same. When run in Excel 2007 Data, it
  shows up the same way except the case when there are NULL values
  at the beginning of the date columns. In this case, the format
  shows up as YYYY-MM-DD.
