• The listing may only show the assembler-language expansion of
  the COBOL source without interspersing the COBOL source
  instructions.

  The data item in the compiler indicating that OFFSET was
  specified wasn't initialized to 0, so it would have whatever
  value was in memory at its address. It could sometimes be set to
  1, indicating OFFSET was on, when LIST was specified. This
  caused the compiler to generate the assembler-language
  expansion, due to LIST, but not to add the COBOL source
  instructions, due to OFFSET.
  

Problem conclusion

• The compiler was fixed to initialize the data item to 0.
