Error description

• After upgrade from IBM Cognos 10.1.1 to IBM Cognos 10.2.1
  several chart reports are failing with
  I18NRuntimeError:-14:Fatal: The specified localized pattern is
  invalid. pattern string: "$###,###.#M" against a relational or
  DMR package. This happens when for example an English based
  pattern (, as thousand separator and . as decimal separator) is
  used, and the report is executed in German (which usually has .
  as thousand separator and , as decimal separator).
