ABEND0C4 RC38 in DSNXOCSC OFFSET271C can occur for a query
eligible for star join.  As DB2 costs the query for star join,
it may encounter skipped keys, where some of the leading
columns of the fact table index do not have matching predicates
in the query.  These skipped keys are not handled properly
when determining whether matching predicates are
order-preserving or not, which leads to the abend.
